Which department reviews an Orange County ADU?

Begin by confirming whether your property is inside an incorporated city or an unincorporated county area. A mailing address alone is not a permit determination. Use the department responsible for the parcel instead of applying another city’s checklist.

For Irvine, our Irvine financing and planning guide links to the city’s ADU documents. For an unincorporated property, review OC Development Services’ pre-approved ADU plan resources and confirm applicability directly. For another city, consult that city’s planning and building departments.

Do county pre-approved plans cover my prefab design?

Do not assume that a county plan or our illustrative design approves a particular prefab model for your parcel. Ask the project provider which documents and property-specific work are needed. OC Public Works publishes a pre-approved plan program and process resources; confirm the plan, jurisdiction and site requirements before using them. When checked October 10, 2026, the county page said the posted plans reflected 2022 standards and updates to 2025 standards were in progress. Ask which plan version can be used for your application.
