Permit-ready plans still have project costs
Riverside County Building and Safety offers standard ADU plans without a plan purchase charge, while explaining that submission, construction and site-specific details incur costs. Its program includes eligibility checks, site documents, departmental review and permit conditions. Choosing a county plan is different from purchasing a prefab manufacturer’s unit; confirm which building approach your quote covers.
For a prefab project, ask the supplier and site professionals for a written scope covering delivery access, foundation, installation, utility connections and any required site studies or clearances. Ask how site constraints affect cost and timing. Do not assume a unit price is an installed project price.
Match the budget to financing
Prepare your own contribution, estimated funding gap and supplier payment schedule. Ask the financing provider to compare appropriate home equity options and explain fees, draw requirements and repayment. A HELOC uses your home as security and usually has a variable rate; borrowing requires a payment plan independent of projected rental income.
