City and county programs are different

The City of Fresno offers five pre-approved ADU plans and a cost-estimation resource. Fresno County has its own plan resources for eligible unincorporated properties. Choose the agency for the parcel, not simply the Fresno name in your address. Neither program is an ADU Fund Co product or a loan approval.

What belongs in the budget beyond a prefab quote?

Ask for separate scope and pricing for the unit, transport, access, foundation, installation, utility connections, professional work and required approvals. County guidance specifically highlights that power, wastewater, access and other site conditions can materially change total cost; it also requires site and grading/drainage documents with its plans.

A county or city plan and a manufacturer's prefab model are different building approaches. Before comparing prices, ask which approach the quote assumes and which party supplies site documents. Use the complete project checklist to record exclusions and outstanding estimates.

Confirm water feasibility early for a county property

Fresno County's ADU page identifies low-water areas as a potential barrier and points homeowners to its zoning map and staff. Confirm current parcel eligibility directly with the county before committing to a model or relying on a financing estimate. A mailing address or available standard plan cannot settle this question.

How do I prepare for a HELOC conversation?

Organize your ownership, approximate home value and existing mortgage balance for discussion with the provider. These estimates do not establish your borrowing limit. Ask how the available amount and draw requirements align with the project funding gap and supplier milestones. Home equity borrowing puts your home at risk if you cannot repay; future rent should not be treated as assured.
