San Bernardino County ADU financing: prepare your equity and site budget

Which agency reviews your property?

Your mailing address alone does not establish the permitting jurisdiction. Confirm whether the parcel is in an incorporated city or an unincorporated county area. County resources are a starting point for county-administered projects, while city properties need the city's review. A neighboring Riverside County process does not establish approval here.

Why sewer or septic review belongs in the funding plan

The county's June 2026 ADU guidance recommends early coordination on wastewater capacity with Environmental Health Services. Make that an early project question: what site review is needed, who will perform it, and what infrastructure is included in the quote? Carry unresolved items as unknown costs rather than treating them as zero.

Ask the supplier and site team to separate the prefab unit, transport, delivery access, foundation, installation, utility work and required reviews. Are county pre-approved plans the same as a prefab unit?

No. The county offers four reviewed detached ADU plans; those are a planning resource, not a purchased factory-built home or financing approval. Ask the relevant agency and supplier which plans and documents apply to your chosen building method. Site-specific review still matters.

Can a HELOC finance my ADU?

A HELOC is secured by your existing home. The provider evaluates your circumstances and explains any available amount, fees, draw conditions and repayment obligations. Prepare a repayment budget that does not depend on unverified future rent. Read our HELOC for ADU guide before comparing offers.
